Start-up issues after loss of power

If I lose power or shut off the surge protector-the next time I power the computer up, I have had to run start-up repair and then after it says everything is ok- I restart and then have to run repair again and do a system restore to the day before. Would this mean that the motherboard battery needs to be replaced??-I'm not sure what else could be causing this. specs are in sig.
 
You don't need to repair the system everytime you lose power. Just startup normally. The motherboard battery only needs replacing when your BIOS starts losing the time or settings, this normally happens after a number of years and being unplugged from power for long periods of time.
 
normal everyday start-up takes about 30 seconds-after power loss-it goes to motherboard screen-then starting windows 7 screen -then black screen---then nothing except a black screen-I have to push reset button then do start-up repair stuff.
 
You just can't turn the system off by throwing the switch on the surge protector. That and power outages while computer is on, is asking for problems. You will need to run the hard drive manufacturers disk diagnostic program to check the drive for errors. What brand of hard drive do you have?
 
The system was already powered down around 11 pm-lost power sometime between 2 and 5 am-so not sure why this happens. Hard drive is Western Digital 500 GB green drive.
