Starting problem with cabinet speaker noise

Hi friends,

My computer got starting problem with cabinet speaker noise suddenly yesterday while watching movie. I have PIII with windows XP. It is now not starting and when started there is a sound for few seconds which change to a sound which is typcial ambulance like sound.

Please help me to sort out this problem.
