Reduce the amount of programs running at bootup. Get an SSD drive for your OS drive. Maybe increase the ram if you don't have much. Honestly without knowing a decent amount of information from your system, its kinda difficult to know what you need.
 
How much ram have you go
As mentioned above reduce startup programs in task manager
You can adjust settings for better performance
Uninstall programs you don’t use

Was your PC a vintage edition from 2004?

Kind of hard to tell without specs. It's generally 'execute less crap at startup'.
