Startup Picture

In the building I live in, there is an office center and two computers.
There open to anyone who lives there, and there guests.
If there is a problem that one of the workers cant fix, they go to me.
Which, most of there problems are basic.


But now, somebody made a picture appear at the startup and I think the log off screen.

Its a cartoon type picture.


Any ideas on how to get rid of it? And make these two computers extremely limited.

Cause I set up a guest account and limited it, but the people doing it will change anything they can. And print a thousand pages and either throw them out or leave them there.

go into msconfig or whatever it is to check the start up programs and see if its listed under there
 
Thats a registry change as we did it at school to it was fun times to screw with our lab computers. You just have to search in all the local users and change all the backgrounds back to whatever you wnat them to. Google change login background thats what we did.
 
They set the background with out active desktop on, thats why you only see it when the PC is booting and logging off. when it's fully booted the active desktop hides that picture. This is to the best of my knowledge.
