my question is, does it really matter if you take a motherboard out of its static bag and handle it?, i have heard that it damages it, but i don't no if its true

Not usually, if you have crazy amounts of static built up then it's possible but just ground yourself by touching the computer case or other big metal object before you handle it and it will be fine.

LOL... Just keep your mobo on cardboard or something while you're working. It should be fine. I've yet to fry a motherboard while building/repairing a computer
Its actually very hard to fry a computer using static that you accidentally accumulate, I'm not saying you can't, I'm saying its very hard to, and it would take a series of very unfortunate events for it to happen. One of my computers have been running without a case for a year now, and nothing has happened to it.
Well, that's what I SHOULD do, but I'm just lazy and forget everytime, and nothing has happened, but I guess the chances of me stuffing something up not wearing an ESD band is relatively higher than wearing one, but in the big scheme of things, I think the risk is insignificant.
