But last I played a game on Steam (Kerbal Space Program) it did not need an internet connection to play.

Typically, steam downloaded games will have steam DRM which checks on steam servers to authenticate your copy of the game is a valid copy. Steam offline mode allows it to waive that check to support times where your computer may be without an internet connection. There's no limit to offline mode.
