Steampowdered Games. Limits?

Are games downloaded from Streampowered still connected to or refer back to the website? Is Universe Sandbox tethered to steampowered?

Are streampowered downloaded games limited by internet connection?
 
Typically, steam downloaded games will have steam DRM which checks on steam servers to authenticate your copy of the game is a valid copy. Steam offline mode allows it to waive that check to support times where your computer may be without an internet connection. There's no limit to offline mode.
