i think it's safe to say that the i7 isn't bottlenecking ANY components at this point in time
it's the latest and greatest, and so is the GTX 295. great build all around, and one that should be able to handle everything without any slowdown. you definitely wouldn't be hurting anything by overclocking the CPU a bit, but i really don't think the stock clock is the "weak link" in your system.
It plays my games just fine on high settings ,but I havent Oc 'ed my processor yet(I was planning to down the road though), so does any one think it is bottlenecking my 295 card?

There have been other members other the forums that have seen good improvement with OC'ing the processor near 3.2ghz. You have a great cooler to OC with and 3.2 is not hard to reach. If I were you I would go with a 16 multiplier and a 200qpi. That will allow you ram to run at 1604 mhz. You should be able to hit this with no adjustments to the voltages.
Cool ..thx for the advice, Thermal reactor..This will be my first ever OC so I would have kept it pretty modest for the first try ,probably stock voltage.
