Stock Intel fan trouble

I'm having trouble controlling the fan speed, and the noise is beginning to get to me. i've tried speedfan, the bios, and a few other programs but nothing i try lets me change the fans speed.

its a 4-pin fan and my motherboard is the ASUS P5K deluxe P35, so it should work well, but for some reason my fan speed, no matter of temperature, is set to ~2360 RPM's.

can anyone lend some advice?

EDIT: i went into my bios and messed with some settings that i never saw before, and now my computer is quiet, with the fan spinning at about 1100RPM's, but theres still the problem with speedfan, where no matter what i do i cannot manually control my fan's speed.

i'm a big fanboy of fancontrollers, you can get a zalman fanmate for about 2.50 or something. or if you plan on more controller get something like the zalman zm mcf1 (there's a nice black and silver one now to, instead of that ugly blue-ish see through panel).
 
thing is, im broke ATM so i was thinking i could just use the onboard fan controller, since i technically paid for that.

so, it just doesnt work, or what?
