sorry I don't know much about computers but lets say I download a file that is 700 Megabytes big, but then decide i dont like it and i send it to the recycling bin, then I delete the file of the recycle bin , do I get the 700 Megabytes back in storage, or does it stay there, because I read somewhere that files are never deleted, please help
 
When you delete a file it is still there, just sent to the recycle bin (unless it is too large for the recycle bin) When you empty the recycle bin, those files are deleted but they really aren't. The file contents stay on your Hard drive till your computer needs more space and decides to overwrite the portion of the Hard drive that file was on. There are ways to recover the files but if it's been a few weeks or even a few days chances are the files have all ready been overwritten and u wont be able to retrieve them with just software.
 
to the OP...yes once you empty the recycling bin, you regain the space. the data that got "deleted", is still there to recover. windows looks at the area of the hard drive that the data was written to, and looks at it as deleted, gone, which allows the system to give the space back. however since the data is still there, in a way it is not. windows looks at it as gone which is why you will regain the space. but if you were to implement a data recovery program, you would be able to get it back.
