Strange Behaviour

Does anyone any idea why a computer, when started, will begin to boot up for about five seconds, then turn off for five seconds, then turn on and repeat and repeat until the power is turned off? My first thought is power supply, but its only about a year old.

I pulled the CMOS battery out on a hunch, waited 30 seconds, put it back, and the problem has gone away, does anyone have any idea what the problem could have been?

Could have been a freak bios glitch, or maybe the cmos battery is going dead.
