Strange hosting problem

When I host my website with Apache it seems as if only people with the same ISP can visit it, cause one of my friends who has the same ISP can visit my site but my other friends can't load the page they both have different ISPs. What's the problem, is it because I use my computers IP address as the link?

NOTE: IF ANY OF YOU SEE ANY OF THESE PICS ANYWHERE ELSE THEY MIGHT BE POSTED BY ME UNDER DIFFERENT ALIASES!

NOTE#2: PAGE MADE ENTIRELY IN NOTEPAD!

NOTE#3: FEEL FREE TO COMMENT MY WORK, THE CGI AND WEB DESIGN WHICH IS VERY BASIC.

It's not hard to make HTML in notepad. I used to do that for my sites, but then just got too lazy :rolleyes: Anyway, it seems to work here. I'm using Road Runner from the UNC Charlotte.
 
OK, so it should work. Maybe I just have to have Apache monitor minimized then. Don't know if I had it minimized when we were testing. Thank you for testing.
 
Yesterday one of my friends tested to load my site and what do you know, he can't. I told him to tell me his IP and it is in this format:
192.xxx.x.xx
Another friend can't load the site either and he has a similar IP, he then tried using a proxy server to access the site but with no luck.
A third friend can load the page and he has a similar IP as I have, one given by the hub which is in this format:
85.xxx.xx.x

What could be the problem and how could it be solved?
