Strange ports behavior! ... Need help

I am trying to check if certain ports are open using PFPortChecker and few online port check tools and even basic ports like 80, 8080 and 24 appear to be blocked and yet I am able to browse web sites etc which are obviously using those ports. Have my network administrator made such a setup, how can I open these ports?

I've enabled port forwarding in my router but nothing!

If this is a business pc then we can't help. Security is put in place for a reason. As long as normal operation of the internet works, then your fine. If you are wondering if the pc is secure then run shields up by GRC.

Its my personal laptop and I have an internet connection where my network administrator has a broadband connection which is shared amongst its users.
