Strange wavy lines

Just redid my computer and notice im getting a wavy line type desktop.I can see lines moving up the desktop making folders look like the are moving.
Any idea what the cause would be?

Go to the advanced display properties and under Monitor see what Hz you're running at. Sometimes running at higher settings will cause this.

Regardless if this is it or not, I feel pretty certain it's related to your monitor and not the software. If this doesn't help, try using the monitor on another computer or another monitor on that computer, if possible...
