Streaming to Youtube with OBS lag GTX 970 HELP Plz

So I have a 144hz monitor. While streaming using OBS to Youtube @1080p with 8,000 Bitrait the Video after has a slight amount of lag or delay, I noticed this is visible when playing at 60hz or 60FPS Cap. Anyway to remove this slight lag from the Video while Streaming using OBS? Here is a video Stream test I made. NOTE: Its BO2 so I can run it above 60FPS Constant.
NOTE: I don't have this issue with Shadowplay but Shadowplay tends to Disconnect often and end the stream
 
You need to dive into OBS's' settings and see about changing things. Also, make sure you have nothing else running while you stream. Like crap in the task bar. I think OBS has a forum and you might want to check there.

Okay I'll try that. Did you notice any big lag on the video? It seems to have light lag or delay, not sure how to describe it, it sucks because it actually looks good at that bitrate.
