stupid noob asking stupid question...

make sure you RAM (memory) is in the right Dimm spot and your HDD are connected, you also need to make sure you have the font panel lights, usb's switches etc. are connected like someone said earlier.... look at your M/B manual it will tell you everything. And double check that the power switch is connected correctly. (this might sound obvious, but make sure you put standoffs under the M/B, you might be shorting it.... thus not being able to turn it on.
 
Shouldnt matter; passively cooled PSUs are prolly even more robust because they are more likely to fail due to heat and so are prolly tested specifically for that :)
