Stupid question (Windows 7)

I'm sure the option has starred me in the face many times while i've been looking through the options but I just can't find one.

In Windows XP I loved the fact I could easily change the order of my files in a folder to be exactly how I wanted them by left-click dragging them to different positions. Now i've got Windows 7 though I can't seem to be able to do it as simply, I've looked through all obvious options and can't seem to find a way to manually move files at all. Does anyone know how?

Turn off the option called "Lock desktop items" or however it is called in Windows 7...
The option should be somewhere in the SCREEN/DISPLAY section.Anyway just simply search that option by writing its name in the SEARCH area provided in the START menu.Try all possible keywords such as "Desktop items","Lock items","Lock desktop items" and so on...
