I've posted my specs here before, but let's just say my computer isn't "highly equipped."
This is merely a question and answer.
I was able to run my games on 1600 x 900 res, and record full video quality with fraps (receiving 1600 x 900 res on videos). However, I was recording Skyrim on full res when it started lagging out of the blue (never did that).
After that, all my games have a tinge of lag, and even more so when using fraps. Note: Fraps and games ran completely smooth prior to launching fraps with Skyrim. Everything in games just seem to stutter now, although they didn't 6 months ago.
