Suggestions on this Please

Hi all
I am wanting to get a computer to which I can connect to my TV in my room.
I want to be able to watch TV/DVDs on it, stream/download movies music etc and the basic of browsing internet etc

I want the computer to be a small size and genuinely quiet as it will be in my bedroom. Does anyone have any suggestion of computers out there that are pretty decent

Iv been looking at the Mini-PCs but they dont seem to have TV cards in them. Can a mini Pc have a Tv card in?
