I have a desktop that will not take any more than 2 gigs of RAM, running Windows 7.
The OS is on an SSD. Can the SSD be used to speed up the system? If so, how?

Not really. There's no real substitution for physical RAM. You can increase your paging file/virtual memory, but you are unlikely to see a major improvement.
If you are running on a system that can only handle 2gb then chances are, you are running on a sata 1 controller which will only be marginally better then a standard mechanical drive.
The only way you are gonna make that faster is to get a newer system. Start saving up.
