System Auto ShutDown ~ CPU overheat ?

I got a P4 system .. using for years recently it just auto shutdown . i check the temperature in BIOS is at 55 degree after on for 30min . I mnontior the temperature using EVEREST Ultimate Edition . The program show unstable temperature reading of my CPU . THe temperature hang around at 45 degree suddenly in seconds it can go up to 67degree or even down to 9degree . My Room temperature is at around 28degree . What the problem ? mobo ? . or CPU ?
 
By a thin layer, you mean a bead the size of a half of a grain of rice in the center.. right? =p
 
wait wait.. it shoots up then shoots down to 9 c?
That sounds like its not reading the temp correctly.. and its shutting down because it thinks somethings wrong... Ive had a cpu that wasnt mounted correctly.. get over 70 C and not shutdown...
