System Process Stuck at 10 %

I have a computer which when run in normal mode (not safe mode) the System Process sits at 10. This causes the computer to run kind of slow. So far I have run Ad-Aware, Panda AV and ARK, Malwarebyte Anti-Malware to see if it clears up the problem. I even used you guys own Process Explorer to diagnose the problem. I only noticed one thing though the hang up is coming from the system process and more specifically what looks like a thread off the Windows Kernel that is giving the hang up. Also someone suggested it might be a faulty driver or something. If you have any experience with this or you have dealt with this or you think you have a good idea what might be the problem please leave a message.
 
I'm not sure about that problem. Are there processes that start up with your computer that you might not want?

Go to Start>Run> Type MSCONFIG> Go to the Startup tab and check if all the processes on there are things you want.
