System requirements confusion

Hi there. I have, as is in my signature, an amd fx 6300 six core. Far cry 4 has recommended requirements of the fx 8500 eight core. Yet when playing that game, my processor indicator on my keyboard screen says that it's only using half or a bit more than half most of the time, even on highest settings (well, 1080p that is). Is that because of my lower end GPU?

Also, on ultra settings at 1080p, my video card spits out a whopping 20 pfs max, averaging around 13 fps lol. That's why I'm upgrading.

I'm sure the cpu is fine, it's the video card that needs upgrading.

The minimum GPU is a NVIDIA GeForce GTX 460 or AMD Radeon HD5850 (1GB VRAM). Recommended is NVIDIA GeForce GTX 680 or AMD Radeon R9 290X or better (2GB VRAM.

I've upgraded to a gtx 770, works well enough on max settings and 1080p resolution.
