Okey - it worked!! Thank you very much. I guess I should have tried your fix before I swapped out the cards. But I was a little nervous because I didn't know what to expect. Now that we know this fixed it, any idea what happened?

You did three things:

Ensure the Windows sub-system secure files are original
Flushed the domain name server (removing conflicts)
Ensured the chipset which runs the card (via the PCIe bus) was correctly identifying it.

Sysetmatic approach.

Now update windows again.
