System Restore on a windows xp netbook

I'm trying to do a System Restore on a compaq cq10-400-SA. I'm doing it for my brother who has been messing about deleting drivers and he managed to disable the netbooks mousepad and keyboard so he is unable to enter windows (cant enter his user on log in screen). I presume they are physically working as the keyboard is fine in BIOS. Plugging in USB mouse/keyboard aren't working either.

I've been through the BIOS and spammed every esc/F's/del button but can't fins any option to perform a system restore so I'm guessing the option isn't available. Does any one have any suggestion for me to perform a system restore.
 
Are you looking to do a Windows XP system restore or wipe the whole netboot and do a complete factory restore?
 
I was thinking of a complete factory restore but either will do really, as long as it fixes the os issues.
 
If you wanna do a factory restore normally you want to hit Esc on startup and in the startup options F11 should be factory recovery.
 
Yes, but they don't work either

You need to keep them plugged in and let it sit for a little while at the welcome screen while the computer loads a driver for them in the background. They don't instantly work.

I understant that, and I've left 2 different sets of mouse and keyboard for 10 minutes plus and they still don't work
 
Any other ideas ?
I just need to do a system restore, but its impossible to enter windows and there is no option in bios and I have no recovery disks.

What options are presented after POST as you press Esc?
 
Can't remember exactly what they were at the moment as I don't have the laptop on me at the moment, but there was 4 option, BIOS, boot option, system diagnostics(couple of tests to the hard drive and ram) and can't remember what was the 4th optuon, But I'm 100% sure there was no option to restore windows or do a factory reset or anything like that.

F2 System Diagnostics
F9 Boot Device Options
F10 BIOS setup

Find a Windows XP CD and reinstall from scratch. Or contact HP and purchase recovery discs.
