Uh, I got xp home and I can do it.

unless you've tweaked it you shouldn't be able to access the security tab on the file/folder properties to adjust the settings to let you get in. the 'Administrator' account might be able to get in (never tried) but other administrator level accounts can't by default

or is it i should log into safe mode, and choose administrator user from there, to check the files?

I don't think even the actual Administrator account can open it with a standard XP Home installation, you need the security tab so that you can allow users in not just system, I'm not sure how Buzz opened it.
