Sytem restore problems!

I have used system restore to go back to a previous working state and found my lost files, now i used system restore to go back to my previous state and just before my desktop opens a message with the tab reading "EXEPLORER.EXE" with the text "BROWSEUI.dll" was not found and asking me to reinstall it, now once i go into safe mode it also says the same message. Apart from that nothing opens up just the desktop screen with no icons, although the "Ctrl+Alt+Delete" works but not much luck, please help anyone...
 
What im thinking is that the os is installed the wrong way or the partion is corupted if you need any thing more e-mail me
 
How do i get it back to scratch? If it is corupted how do i reinstall a file do i need a disc to reboot?
