Taking Forever to Boot!

I built a computer a little over a year ago, and I've had nothing but problems with it! My new problem now is out of nowhere my computer decides it wants to start taking forever to boot.

It started last Friday when my computer froze and I had to power down using the power button. When I tried to restart, it stayed stuck on the screen in my screen shot below for several minutes until I figured it wasn't going to boot so, I powered down again using the power button and after a few tries it finally booted up with no pause. Well, it's been doing it ever since, and I've learned that sometimes if I give it time (like 5 minutes) it will go ahead and eventually boot up. It just stays stuck on that screen in my screen shot a long time before doing so, or it will go to a black screen after that one and act like its about to boot but never will. I believe this to be a hardware issue because I reformatted my HD after this started and the problem persists.

Some other less important problems right now, but possibly related, are my computer will not accept more than 2 sticks of RAM when it's supposed to take 4 and it's only recognizing 1 of my hard drives.

Specs:
I'm running Windows Vista 64 bit Business, EVGA nForce 780i MoBo, Crucial Ballistix Tracer RAM, 2 500 GB Seagate Barracuda HDs, 2 EVGA 9600GT video cards, Intel Core 2 Quad 2.4 GHz.
