task bar

have just fitted a better graphics card to my computer (radeon 9250) but have found i dont get a task bar at bottom.
went into control panel and clicked on task bar start icon but nothing comes up on screen.
i think its just a seeting up procedure but not sure about these things
i am looking for an idiots guide to seeting up
