my system is a dell latitude E5500. I have windows 7 newly installed. I got new motherboards, new vga, new hard drive.
What happens is: right after I turn on the computer and the desktop loads up, the taskbard doesn't respond when I click it or hover over it. But, when i press ctrl + alt + delete and then click cancel, it works. I don't want this extra step; that's not supposed to happen.
So, what's the problem?

***interestingly: when i turned the computer on the first time, a black screen came up asking for a service code to be added. I just skipped this step, and loaded the computer. The taskbar worked fine, but the battery blinked blue-orange, and that's not supposed to happen. So, I restarted, this time I pressed f2 or whatever it was to go into the set-up. and I entered the service tag at the back of the computer. Now when I turn on the computer, the taskbar doesn't respond (until I click ctrl + alt + delete and then click cancel)
