Taskbar issue/bug fix?

Hello all and here is a so called weird bug or glitch that I would call it in my windows xp home sp2 operating system.
I noticed that everytime when the computer is started up, the icons on the right hand corner of the taskbar always appear differently. I.e. sometimes by the order of the volume followed by network status, followed by quicktime then followed by the safety remove hardware icon. Then after I restart the computer it came out randomly and totally different from the way it started up previously.
I know this is a small issue, but I really prefers it to stay in the order and position that I want everytime to stay organised and ease of spotting program icons instead of looking through all of them as their position changes with every restart.
So does anyone have any fix for this because I also noticed that some other PCs tend not to have this issue and they started up everytime in the same order.
 
maybe it has something to do with the "Hide when inactive" option is checked. If it's checked, try unchecking it.

So does it means once the option is unchecked, it will always appear in the same order?
Is there a way to reorganise the positions of those program icons?

Honestly, I don't know. I was just thinking it monitors the usage which may be re-organizing them. Thought it may be worth trying
