Telstra is a horrible ISP

I am unfortunately with telstra internet. I am meant to have 1500kbps download speed. At the max i get around 150kbps - 10% of what they advertise. this plan is costing me $80 a month, with only a 25gb download limit, then slowed to 256kbps - in my case around 9kbps. I am not a very happy telstra customer. I contacted them about my speed and they said that was the average speed for my area. I'm only 1km from the nearest exchange, so they just blew me off with some excuse for slow connections.

On their advertisements for broadband, it says 1500kbps. no sort of indication saying anything about maximum or minimum speeds. Getting on to the point, I am going to change my ISP, but to what? iiNet and TPG are supposedly good.
I would really appreciate advice on ISP's.
 
Optus have been fine for me. I get 20GB on peak, 40GB off peak of 1500kbps cable for $70 a month bundled with my home phone on which I get unlimited local and mobile calls.

No, You've got it all wrong. When you get a speed off an isp, it is in kbps (kilobits per second) and the speed you download at is kBps (kilobyte per second) What is the difference? 8 bits= 1 byte. And also, you don't always get the max speeds because of transmission down the line, the server you are downloading from etc etc.
 
If have 6MBs down and 768kbs up with my ISP. This means in the real world I can only expect on actual threw put of 600kbs down and 120kbs up. The bits to byte conversion accounts for some of it but also network congestion, quaility of the lines, speed of the servers your connecting too etc.
