Terms and Conditions Page?

I am helping a buddy set up a wireless network in his bar and he wants it so when someone connects to the network and opens the browser, there to be a Terms and conditions page that the user is redirected to and unless he accepts the terms he cannot access any other site.

The files will be stored on a computer with windows server 2008 and he is using a Linksys wireless G router

He prefers that the terms and conditions page is a HTML document

use PFsence as your router, the linksys as a WAP (just plugin the lan connection with no wan connection) and use the captive portal plugin.

So get a semi modern pc and install pfsence on it. Add network cards, you will need a total of 3. WAN, LAN, and guest LAN (wireless). Inside PFsence you tell it to not allow communications from guest lan to LAN. And you plug the linksys reouter upto the guest lan.

Inside captive portal you add a guest user and give out that username/password. Now you give out that info to people who you want to use the internet. So now you got 2 networks that are independent of each other that share the internet connection.

I run this setup at home, with a few more networks.

I was hoping for a much simpler solution, but i only want there to be a terms and conditions page
