The Most Bang for the Buck

Hello,
I am interested in buying a video card, i'm running integrated graphics now *bleh*. However, I must not spend over 90 dollars, no more or less. I want the card to have graphics that can run games like World of Warcraft on average settings, it has to be energy efficent (because i still have the psu that came with my dell), and something that would run cool would be nice. I have a PCI x16 slot.

Nvidia 8500 GT 256MB I thinks its around 70~110 bucks, you should try to look for it, its a pretty nice card... I think I put that in my dad's computer when I made his
 
Does it use a lot of power? it seems like a later technology would use more. anyone know anything about them?
