Is Arctic Silver Ceramique non-conductive? Or is there another kind of compound that is better?

The idea that more is better in this case is not true.
The paste is merely to fill in the microscopic gaps between the cpu
and heat sink. If you use too much, you create a thick pad of paste
that acts like an insulator instead of a conductor. You want the heat
to transfer to the heat sink, but the more paste, the harder it is to
move the heat.
