thinking about radio waves

So i was thinking to my self, So in the US the FCC owns all the broadcast frequencies. But i was thinking it is a bit of bs. I mean if you think about it a frequency is just a electron repeted at a serten rate. so its almost light (just needs to get a lot higher) but how can the FCC own it, what happened to free country and what not. Yes i know if it was a free for all then we would not have wireless or what ever, but how can they own it. I heard if some one in the US loads a firmware on there wireless device, and "OC" it to channel 12+ that they are in risk of paying i think 5,000$ PER DAY! to me its like saying this light is mine, if you see it you pay me... opps now its 1/2 around the world, i mean just my opinion. also since channel 14 does not overlap with any other wireless, why cant we use it...

what do you think?
 
im pretty sure thats so the goverment can track any type of wireless communication if they have to.

and the FCC doesnt own them i dont think, im pretty sure they can just regulate the use. although this kind of sounds like a monopoly to me by owning all the wireless frequencies. how bout you guys?
