this is an odd problem...

My friend just got this laptop:

And when it booted up, windows opened and he changed his password. He restarts, and the password doesn't work. He boots it into safe mode and the password works. I took a look at it and changed the password in safe mode to "123456." Booted up, and the password doesn't work. Any ideas?

Create a new User account, and try it.

That got it. Can't believe I didn't think of that. Still weird.
