how long should thermal grease take to dry once applied to the processor, and the heat sink is put on? this has been "wet" for a good 3 or 4 days now. Did i put to much, or what?

What do you mean it's wet...you shouldn't be removing the processor at all once the thermal paste is applied...everytime the HSF and CPU are separted both most be cleaned and new thermal paste must be applied...

In general though, thermal paste can take up to a few weeks to fully set.
 
Well I applied it and let it sit for a few days, then kinda grabbed the heatsink/watercooler attachment to see if it was dry by seeing if it would move and it moved. Does that makes sense? Basically the thing is not "stuck" to the processor, and seeing as its a water cooled system, I don't want to hook it all up until I'm sure the heatsink will stay on.

thermal past is not a glue it has nothing to do with the stability of the water cooling you should have some sort of fixing for that, thermal past is designed to help draw the heat from the cpu and into the heat sink.

What mother board and heatsink is this, even if its water cooled it should have a clamp or clip to hold it down and what are you using as compound a Thermal (Adhesive), if so you should not use it on a CPU!
