thumbnails with photoshop

How do I create thumbnails of images using Photoshop or MS Paint or Macromedia Fireworks?

Um...click "image" then "image size" I beleive... I don't have it open right now

I haven't used Photoshop for a long time

And use the setting from the drop-down box either
a) (something) Sharpen, when making images smaller for best quality
b) (again something) Smoothen, when making images bigger for best quality.

Are you referring to thumbnails with links for use on a web page or just mini-versions of your images? Photoshop will do both.
