Time to replace PSU?

I have been having some random restarts with my pc, sometimes during gaming, sometimes while idling, sometimes while doing homework and surfing the net. I'm wondering if it's my PSU that could be causing it. It's 450w generic PSU that came with my case. I'm not sure of the amps, and haven't got the time to check right now(about to go to school). But PC wizard is sayig the following:
Voltage CPU : 1.25 V
Aux. : 3.38 V
+3.3V Voltage : 2.13 V
+5V Voltage : 4.93 V
+12V Voltage : 13.59 V
FSB_VTT : 2.13 V
VBAT : 4.08 V

I'm worried about the 3.3V rail and the 12V rail as they seem to be way off. I know that there is like a threshold that allows a slight difference, but these seem huge.
 
Those readings are dangerously off spec, but I'd suspect that they're not quite accurate. You've mentioned random restarts, but you'd normally be having trouble even booting the system with a 3.3V rail that low.

Confirm with a DMM if you have one, or try another PSU. If you don't have either, I'd be replacing the PSU immediately to be safe. With numbers like that you risk damaging hardware.

If you're getting random restarts, that's a very common symptom of a faulty PSU.
 
DMM? Is that a multi meter? Is there any other program that could be used for measuring the voltages to see if they are up to scratch? Also, I don't have a huge budget to spend on a psu, maybe somewhere in the $100-125 AUD range. So any recommendations would be great.

Yes, DMM = Digital Multimeter. You can take a look at the BIOS readings to give you some additional info, but software results are never completely reliable.

As for a PSU recommendation, are there any particular sites you'd like to purchase from?
 
Anything from MSY would be great, or any melbourne based sites where I won't have to pay big bucks for shipping. :D
