It could be, if you don't plan to overclock I'd just save the $15 and stick with whatever RAM you were going to get. There's no guranteee you can OC the XMS either but it has a better chance of being able to OC.
If its just 15 bucks then its better to get the more expensive one, if the margin was bigger, then get the cheaper one and manually set the fast timing in your motherboard provided that your motherboard support it.
