hey, i was downloading some new themes for my computer and i came across this really cool theme i wanted (this theme to be exact, and here is a screenshot of it)

so i downloaded it, it came as a RAR file, so i extracted and i had the folder with the visual style, a folder with the icons, and a folder with the wallpaper... what i need help with is in the icon folder there is just one file called Strange-Things.tip

what program opens TIP files?
preferably free

Did you get the style to work at all? or no?

It's most likely a file associated with the program that is suppose to make it work if you hadn't already. i.e. a Theme patcher.
