Too much thermal paste

Ok so my CPU temps are still in the 40's with my new cnps 9500 heatsink and they didnt use to be that high - could i have put too much themrla paste on?

If so can i take off the heatsink and wipe the paste off and leave the paste on the cpu (so its like taking half of it away) or should i take the whole lot off and get some artcic silver 5 and aplly new layer?
 
As far as i know it takes some time for the thermal paste to set so it is noraml to see and initial increse in temps but they should drop over the next few days
 
Too much paste simply cannot affect temperatures. If you have bolted/clipped your heatsink down correctly, excess paste will be squeezed out.

The drop in temps is nowhere as big as people make it out to be. 5 degree drop at the most. Most people get a drop of 3C as the paste settles.
