Toolbar options grayed out on Windows XP

The following options are grayed out when I right-click the task bar and go under toolbars and I can't seem to find out why..

Address
Windows Media Player
Links
Language bar
Itunes
Nero Search
Quick Launch (Which is checked, but grayed out as well)
New Toolbar...

I need to be able to type in a different language, but the Language Bar is grayed out, any way of fixing this? Or are there any other ways to get the language bar working?
