With RAM timing lower numbers is always faster. The numbers represent the number of "Clock Cycles" of delay to perform various functions. Have to be careful though because setting the timings faster than your RAM will support results in severe system unstability which can easily damage your HDDs.
 
For a given clock speed, lower timings are better. However, memory timings are measured in clock cycles, so while the timings might be higher on a faster clocked stick, the actual latency may actually be the same or even lower.
