Total Noob....New build....turns on, shuts down, turns on, shuts down, etc...HELP!

Ok...I decided to build a computer.. Over the past few years I have gradually learned a little here and there. But I may be in over my head. I did alot of research and purchased the following:

Core 2 Duo 6400
GiGabyte 965p-s3
2 MB Ram PQI
HiPro 500P5 PSU
Cooler Master Centurian
Lite on Lightscribe DVD burner
Western Digital 320 MB HD
HIS ATI Radeon x-1300 PCI-e

I installed the HD and the optical...No problems
Installed the Ram no problem
I installed the chip on the MB and it seemed like it barely fit....like it rode up maybe 1mm....just high enough to cause the heatsink to ...very slightly bend ...the mb....Not sure if this is normal
Installed the mb....used 5-6 risers and it seemed to fit well...with a slight bend down away from the rear.....I'll explain in a sec
Installed the video card in the pci-e slot and it seemed to fit well but the tab had to be pulled in a little...maybe 2 mm......looking at the board, it seems to be closer to the side panel the farther away from the rear it gets.......instead of a 90* angle its like a 91-92* angle....like it needs the risers toward the front to be 2-3 mm longer? I'm not sure if any of this matters but I'm just trying to paint the whole picture.

started to connect the wires....WOW...instructions DO NOT do it justice. lol
I connected the ATX 24 pin connector, the ATX_12v,the cpu fan, no floppy, the IDE connector......first to the HD, which is set as the master, then to the DVD drive set as a the slave, , no SATA, the front side USB cable...I have no place on my MB for a 1394?, all the front panel jumpers...(confusing to say the least), not sure if they matter too much with my problem,F-audio, I did not have a CD_IN cord to connect my dvd to the MB.....wondering if this is the issue?

I connected the power connectors from the 1st rail to the Optical 1st, then the HD then the rear fan....I plugged it up and....turned it on and........the blue light along with the dvd led came on(along with the rear fan, for about 2 seconds then cuts off....then off for 5 secs then back on, then off then on....never allowing even the dvd to be opened....or the fan to reach full speed.......For some reason,,, as it tries to boot up, it shuts down.....any clues? questions? I would apreciate any help.....

how long does the pc on before it reboots?

can you check the processor temp in the BIOS? because it could be the processor overheating ( since you meantioned the Heatsing bending the motherboard slightly, wich isnt normal )
 
It's on 1 or 2 full seconds......when I say bend, i mean just a TINY bit.....

The Bios....doesn't it have to be on for that? it never really turns all the way on.
 
check cables

check the power cables and make sure that they are plugged in as tight as they can go
 
All is good!

I took it to a friend.....he went through everything and said all was fine that the problem was that I had 2.0 volt Ram and the default on the MOBO was 1.8. It sucks because in all the research i did, I saw nothing concerning the voltage on the ram. Maybe that could be added to the Ram 101. Anyway, I bought a 512 1.8 volt stick of ram to boot up the system and the mobo bios was changed to work with the 2.0. Problem solved.
