Tracing the owner of a Wifi network

There is a particular Wifi network which is continuously on, name is **, which is used by hacker(s) to hack into laptops and desktops.
This particular network is suspect because unlike other networks like Zyxel , Draknet which are on for some time only, this network is always on.
How do you trace the owner of a Wifi network?

cable company, FBI or and police dept.
Cable company would be a place to start. Its out of your hands.
They can tell if there is illegal activity.

He's from India, thats why.... Most of them don't know what they are talking about except for our few veteran India members we have.

People who hack Wireless networks don't need to use a Router that broadcasts where they are. They usually just use a Laptop that picks up wireless signals in the area.

With a little free software, and some time monitoring the packets of data they can breach a wireless Routers network.
