trouble with my first build need help

Could be, but did you put only the right amount of standoffs in and not any extras? An extra standoff somewhere could be shorting two pins or traces on a motherboard.
i put them all where the holes are for the motherboard. if i didnt put the standoffs would it damage the motherboard or just wouldnt work because its touching the case

If you didnt put them, could be missing a ground. But if you put one where it didnt go, it could short two contacts. I would start by taking the cpu/heatsink off, gpu out, unhook cables, and pull out the motherboard, then start from there and go through the building a computer thread, incase you missed something. Especially check the standoffs though.

Probably because there is no operating system on the hard drive. Its probably about time to grab your windows 7/vista disc and install windows:P

ok good news and bad news it works i installed one of those windows cds that come with peoples computer the one i installed is a dell operating system. But when i try to put my motherboard cd to download the drivers my cd-rom doesnt ready but my cd-rom read my graphic card why is it doing this.

wait, you used a dell o/s disc for your system? those discs are for specific computers, they come with certain drivers and whatnot. that may be mucking your system around. See if you have a plain windows o/s cd around. I would recommend getting all the updates for windows before installing any software/hardware.
Uninstall all devices, and get the motherboard drivers from the manufacturers website.
If you can, for the mean time use integrated graphics while installing motherboard drivers.
after that, don't just stick all your extras in. try one thing at a time, like graphics card first, DVD burner next, etc.
