Trying to bring old computer back to life

So I got one of my brother's old builds. It has this motherboard:

And I think a Raedon X1550 pro AGP card. Couple of sticks of RAM.

It powers on, but I don't see a splash screen. Tried all three sticks of RAM, each by itself. Unplug everything but the RAM and video card. (No CD drives, floppy, or HDD.) And still nothing. I'm concluding its the video card. Any other ideas? And there's no onboard video, right?

Old boards often just have a flat CMOS battery.
