i dont have alot but i saw something on ebay that interest me. it was a pc desktop manufacturer referbished that had a processor at 3 ghz but when i saw what the processor was it said "pc dual core 2" i was wondering because of the dual core, how can it be at 3ghz? i thought dual cores was slow at least for my laptop it is. is it different for desktop? also the one im looking for is in my price range so wanted input before i get.

Dual core means it has two cores. Doesn´t say anything about speed really. It doesn´t tell you anything else. Could you give us the link to that PC?

Compare actual CPU models as opposed to core count. Dual core can be anything from a pentium D to a kaby lake pentium or similar (there's larger than a 10 year span in there).

^^ That. Do not try to choose a CPU based solely on # of cores and frequency. Tere are a ton of other things to consider.

No good.
1st gen core i Clarkdale was release in 2010.
That core 2 duo must be over 7 years...

Where are you? What is your budget?
